MANTECH seeks a motivated, career and customer-oriented JOINT OPERATIONS AND INTEGRATION EXPERT to join our team supporting the Marine Corps in HONOLULU, HI.
This role will provide expertise towards enabling rapid enhancements for military operations in support of our Nation’s defense.
Responsibilities include but are not limited to:
- Act as the liaison between Marine Corps [e.g., Marine Forces Pacific (MARFORPAC)], United States Indo-Pacific Command (INDOPACOM), and Department of War (DoW) stakeholders by creating and maintaining close organizational ties and a deep understanding of Fires, Command and Control (C2), Intelligence, and Information operations, requirements, and capabilities (Program of Record, Research and Development efforts, etc.)
- Identify opportunities for collaboration and engage with stakeholders regarding ongoing or planned projects and initiatives that enhance the Marine Corps' ability to conduct Combined Joint All Domain Command and Control (CJADC2) and maintain an asymmetric advantage in the Information Environment.
- Collaborate with government and contracted teams to support the development, testing, evaluation, deployment, and integration of solutions that enable CJADC2 and distributed maritime operations.
- Establish standard, repeatable, and streamlined processes, and corresponding documentation, for integration and communication across the MARFORPAC AOR in support of operational, training, exercise, and experimental activities, to include planning, scheduling, and identification and coordination of required approvals and resources to include personnel and equipment.
- Contribute to the advancement of architecting and implementing resilient Kill Webs to include transition of high-level functional systems from linear kill chains to dynamic, mesh-networked kill webs that connect disparate sensors and shooters across domains in support of Marine Corps and Joint operations.
- Provide strategic guidance and support on the implementation and interconnection of mission networks and capabilities to enhance the speed and accuracy of the Find, Fix, Track, Target, Engage, Assess (F2T2EA) cycle.
Minimum Qualifications:
- Bachelor’s degree and a minimum of 12 years or more of related professional experience in joint operations or system integration. A total of 20 years’ experience without a degree.
- Recent experience and in-depth knowledge of current and emerging Fires, Command and Control (C2), Intelligence, and Information operations requirements, kill chains, kill webs, and related technologies, including familiarity with the requirements for Joint Fires integration and the ability to align these capabilities to current gaps and operations.
- Possess an in-depth understanding of current and emerging Joint, Naval, and Marine Corps doctrine, policy, strategy, methods, and requirements and ability to strategically advise key leaders and stakeholders in alignment with mission requirements.
- Exhibit strong relational, organizational, and administrative skills with a solid grasp of task and project management, execution, documentation, and reporting practices utilizing effective communication skills and technologies.
- Intimacy with INDOPACOM and MARFORPAC mission, operational requirements, organization structure, and approval workflows.
Preferred Qualifications:
- Experience leading large organization or Service-wide military projects and activities across diverse stakeholders.
- Understanding of current DoW and Marine Corps acquisition life cycles, systems engineering processes, programs, and requirements and capabilities development processes that lead to successful technology adoption.
- Prior senior military or civilian experience supporting DoW, Navy, and/or USMC operations at an advanced level.
- Possess knowledge and experience in leading and facilitating research, development, test, and evaluation (RDT&E) and related innovative efforts for highly complex organization problems or mission specific operational problems that require rapid technology maturation and adoption.
- Possess a master’s degree in a relevant field (e.g. Intelligence, Military Strategy, National Security, etc.)
Clearance Requirements:
Must have a current and active TS/SCI clearance with eligibility for access to Special Access Program Information, and willingness to submit to a CI polygraph.
Physical Requirements:
- Physically capable of supporting field exercises, including lifting up to 50 lbs., traversing rugged terrain, and traveling via military tactical vehicles, ships, and aircraft.
- Must be able to remain in a stationary/ desk position 50% of the time, occasionally and communicate with co-workers, management, and customers, via email, phone, or virtual communication, which may involve clearly delivering briefings/ presentations.
